Platt Street Bridge PD&E, Tampa, Florida: E.C. Driver & Associates, Inc. was retained by Hillsborough County to conduct a Project Development and Environment (PD&E) Study for the Platt Street Bridge in downtown Tampa, Florida. The purpose of the study was to develop and evaluate conceptual design alternatives for proposed improvements associated with the repair, rehabilitation, or replacement of the historic bascule bridge. The bridge was classified as functionally obsolete and structurally deficient and was given a sufficiency rating of 34.4 in 2004. The Platt Street Bridge was constructed in 1926 and played an important role in the development of downtown Tampa. Today, the bridge carries four, 10-foot lanes of traffic (33,000 ADT) eastbound over the Hillsborough River. It provides a critical link for vehicles, cyclists and pedestrians - connecting downtown Tampa to neighborhoods and parks on the west side of the Hilsborough River. The Platt Street Bridge also provides access to the Tampa Convention Center, Harbour Island and the Channelside District. Sidewalks on both sides of the bridge are part of the City’s on-road trail system connecting with the Bayshore Linear Park along the riverfront.Potential eligibility for listing in the National Register of Historic Places was a key issue considered in development of alternatives. During the study period, the City of Tampa designated the bridge as a local historic landmark. A Cultural Resources Advisory Committee was established to provide input into the Section 106 process. A Cultural Resource Assessment Survey was conducted and determined that the bridge was eligible for listing.
