Platt Street Bridge PD&E, Tampa, Florida: E.C. Driver was retained by Hillsborough County to perform a Project Development and Environment (PD&E) Study for the Platt Street Bridge in downtown Tampa, Florida.  The PD&E Study is to establish and evaluate the conceptual location and design concepts for proposed improvements associated with the repair, rehabilitation or replacement of the Platt Street Bridge.

The project objective is to propose improvements to the existing facility by identifying and evaluating alternatives for repair, restoration and replacement of an existing circa 1926 bascule bridge.  The Platt Street Bridge carries four lanes of traffic (33,000 ADT) eastbound over the Hillsborough River, connecting South Tampa with downtown Tampa.  The bridge is classified as functionally obsolete and structurally deficient and was given a sufficiency rating of 34.4 out of 100 in 2004.  In addition to vehicles, the bridge is a critical link for pedestrians and cyclists and is designated as an on road trail. 

A key issue to this study is the eligibility of the Platt Street Bridge for listing on the National Register of Historic Places.  Information was collected on the bridge and presented to the State Historic Preservation Officer in a Cultural Resource Assessment Survey.  Restoring the existing bridge presents challenges because the existing roadway section is only 40-feet wide between the through girders on the bascule span.  Several innovative schemes were developed to modify the existing bridge to accommodate wider lanes and shoulders while retaining its historic characteristics.
